据悉，这两天，美国政府发布了对华加征301关税四年期的复审结果，并宣布将在原有301关税基础上，进一步提高中国电动汽车、光伏电池、锂电池、关键矿产、半导体和钢铝等产品的进口关税。

这一举措一共涵盖了价值180亿美元的中国商品，预计将会在未来的3年时间里分阶段实施。根据美商务部发表的声明内容，美国进口中国电动汽车的关税将从25%直接提高到100%，并且还有2.5%的额外关税。

除了电动汽车之外的其他产品的进口关税也都分别翻了几十倍。

四 | 而白宫还声称，这次的行动是“精心针对战略领域的”，从关税的增加幅度就能看出，中国电动汽车行业则是美国这次的重点打击对象。

要知道，301关税是2018年特朗普执政时期对中国进口商品发起的惩罚性关税，当初被打压的中国商品总价值超过了千亿美元。现在4年的期限已至，拜登政府摆明了是要继续延续特朗普对华的经济政策。

美国宣布这一结果后，特朗普也高调表示，早就应该这样做了。

七 | 其实，拜登打算继续延长对华301关税也是预料之中的事情。毕竟，近期以来，美国不少高层都在就此事放风，前两天，美商务部长雷蒙多就公开透露，他们准备对中国的联网汽车采取“极端措施”。

包括在白宫宣布对华加征关税的前一天，美财长耶伦还表示，美国将针对中国“产能过剩问题”采取一些行动，并且她还预测中方可能会就此作出“重大反应”。对于所谓的301关税，中方早已多次向美方表达过强烈不满与抗议。

这次拜登政府再对华商品下狠手后，我商务部也在第一时间表明了态度，我发言人表示，美国此举就是将经贸问题工具化、政治化，并且世贸组织也早就裁定301关税违规，同时也违背了拜登不寻求打压遏制中方的承诺。

此外，中国还警告，美国如果不取消对华加征关税的措施，中方必将采取坚决措施来捍卫自身的权益。直白一点来说，美国继续对华加征惩罚性关税的话，中国也会采取相应的反制措施对待美国。

不过，拜登在位期间虽然也对中国实施了不少消极政策，但在关税关税方面还是首次下重手。而拜登之所以在这个节骨眼上对华加征关税，一来，是为了加大宣传“中国产能过剩”，并刺激美国制造业发展，为美国从传统燃油汽车转向电动汽车注入更多动力。

二来，则是为了博取选票。拜登通过对华加大关税来吸引一些在经济政策上打低分的选民，并且还可以拉拢美国传统能源汽车制造巨头的支持。但拜登这次加征关税看似性质严重，但效果却是表面远大于实质。

其实，中国电动汽车在美国的市场占有率并不高，包括太阳能产品都并非直接出口到美国，所以也能规避关税。所以，拜登这次主要是针对中国电动汽车行业出手，也不会给中美贸易造成过于严重的影响。

更何况，对中国电动汽车和零部件加大打压，对美国汽车行业转型来说也将是一大损失，甚至也不利于美国重整制造业。

九 | 然而，在美国出手后，欧洲国家的反应却相当大。德国和瑞典都纷纷就此事发声。

这两天，德国总理朔尔茨在与瑞典首相克里斯特松会晤期间，两人都公开警告欧盟，不要在对待中国电动汽车方面效仿美国，应当慎重考虑与中国进行贸易的好处。此外，克里斯特松还强调，美国此举是一个坏主意。

德国和瑞典这次之所以表现如此激动，主要是担心欧盟效仿美国将会给他们带来相当严重的后果，毕竟中欧在电动汽车方面的合作不同于中美，欧洲进口的中国电动汽车中有一半是由他们自己的制造商生产，而且德国和瑞典等国还是以工业为主的国家。

一旦欧盟对中国电动汽车下手，引起中国反制首当其冲遭殃的就是德国。由此可见，美国这一出手，影响的不仅仅是中美，还将给欧盟也蒙上一层阴影。
